Can any one identify and value these mini cuffs?

I have a pair of miniature cuffs marked, "G.W.Bradford BELFAST ME. PAT.APR.4.1882". I imagine they are toy cuffs as they do not use a key. They are unusual to me. Each cuff measures 1.5 X 2 inches roughly. There is a 3.5 inch section of chain between the two cuffs. Someone thought they were used on monkeys. Interesting though not likely.
If anyone has any information I would love to hear about them. And I would like a value.

I've seen something like what your talking about in a gumball machine believe it or not. Darn thing was out of order so I couldn't get any. Shame too, whole gumball machine full of nothing but mini cuffs.
