It is strange. When I first saw it I thought it was an old automobile lock, but it is too small for that.

It looks like a trailer hitch ball lock. Without the ID of the hole, it's hard to tell.

Though strapped for a definitive answer, this looks like one of those switch box locks used in railroad stations, sub-stations, tunnels, etc. Being primarily used outdoors, these were often made from cast brass or aluminum.

It sounds like you’ve got it pegged down. Interestingly, I’ve also seen these donut shaped locks used to secure 2 panel covers simultaneously in sub-stations that I’ve had opportunity to visit. For anyone looking to acquire unusual padlocks, I would highly recommend checking power companies and electrical contractors.

Hi, My first summer job during High School was building toys for Normatt. All this took place in 1972-73 in St. Paul, Minnesota. Normatt hired 16, 17 year old kids to work their 40 foot assembly line. We assembled scale model, battery operated snowmobiles as well as a Winnebago RV. One of the new products that Normatt came up with was the BI-SHACKLE. The BI-SHACKLE was a bicycle lock. The product was designed as a lock that could not be cut using a bolt cutter. You would clamp the thing around a tire and use a conventional rubber-coated cable to loop around a tree.

Even as a 16 year old I looked at this thing and recognized that even if a thief couldn't cut the shackle, they could easily cut the cable.

I don't think the boss appreciated my input.
