Is this genuine?

Saw this ebay auction, has anyone heard of restraints used in this mmanner in taiwan? I suppose it seems possible.

I saw a similar restraint used in 1978-1982 at the Tennessee State prison. It was very heavy and was used with yale padlocks. But I believe they were shop made there at the prison.

This photograph sure seems Genuine to me.. "Prisoners wearing handcuffs and shackles are led by personnel of the Green Island Training Center.
