Why 10% larger than standard?

I haven't been able to understand the logic behind Peerless making their hinge handcuffs 10% larger than their standard chain cuffs. I believe one of the main purposes for hinge cuffs are so that a suspect will be limited in slipping their cuffs from underneath them to up front. So why make them bigger? To fit larger wrists? wouldn't it be more probable that a smaller thinner person have more of a chance in doing so than a larger individual? Instead smaller chain cuffs are intended for thinner people who can easily slide their hands in front of them. So why didn't peerless just make their hinge cuffs a standard size? I mean, S & W, and Hiatts did.

Many inmates afford themselves of the fine exercise equipment at the state and federal correctional facilities, made possible by your generous taxes. They bulk up and often ordinary handcuffs will not fit. Correct me if I'm wrong, but Peerless may have been the first in the U.S. when they introduced their hinged handcuff and advertised it as somewhat larger. Now it has reached the point that all the handcuff companies offer cuffs and leg irons in multiple sizes.
