In the movie Saw II what kind of handcuffs are put on the villain/cancer patient?

I'm not posative from the glimpse I get but lets see if I'm right, : From Saw I there were some manacles used to chain someone to a pipe in the bathroom they are held captive in. This is shown fairly close up in Saw II next to a severed foot. Can you identify the maker?
