Looks like a dog collar to me. This has been covered on the forum before and the debate over wether it is a $ 20.00 dog collar or a $ 4000.00 slave colar was endless. I have one made by Hiatt and listed as a dog collar in their catalog.

Categorically and without a doubt, it is a dog collar. Frogatt, Hiatt and other established restraints manufacturers made them, as well as many other companies. Some, like this one, had a keyed lock, others had simpler sliding buckle closure. There is a large, lucrative collectors' market for antique companion animal items. This one easily could bring hundreds of dollars. Take a look at http://cgi.liveauctions.ebay.com/2263-A ... 8554QQrdZ1, which made £420.00.
