Joe, he told me that he sent you and Amaz. Michael photographs of the cuff and that Amaz. could not afford it due to his dog being sick and that you never got back to him. He said he gave you guys several months to decide. When I called him by landline, I told him that I was very interested and I would like to see some pictures of them. He agreed to send me pictures by snail mail as he could not use U.S. Army computers to send digital photos to me.
He then told me that I was on top of the list and had 1st right of refusal. He asked for my address and promised to mail out the photographs. It was agreed that I would call him the same day that they came and would agree or disagree to proceed with the purchase.
He asked for my fax number and would send some faxes over in the meantime. When I drove over to my office to look at the faxes, I was able to see that they were indeed Palmers, but the images were so poor that it was impossible to see anything related to condition. A few hours later, he emailed me to say that he sold them and thanked me for my interest. He even told me who he sold them to without me even asking for that info.

This guy is bad news and a terrible deal maker. He gives some people several months to decide if they want to deal with him and then gives me his word and then goes back on it within hours.
I was very interested in buying these cuffs do not believe that I did any thing to warrant this type of treatment.
He apparently lied to you and to me and breached the confidentiality and trust in his newest buyer for these.
This is a site to learn about cuffs and to make some of them available to others, but I feel that I need to say this piece and hope that this guy stays far far away from here and does his future dirty dealings somewhere else.
