Sounds like you have a pair of toy handcuffs. Need a picture to be sure.

Sounds like a Gardner Screw Corporation or Marx toy cuffs to me.
Is there a key hole or does the horses ear pull back to release the bow?

They're pretty rusty,but I don't think I see any key hole.I'll try to get a picture up,but I'm not sure that I can.I think you guys might be right about them being toy handcuffs,because they look pretty small to me.
