It's hard to say exactly what it is, without some very detailed measurements. There are several clamps out there that look roughly like that beastie. My first guess, before I even read your text, was that it's some sort of Victaulic coupling (or equal). This is a type of pipe coupling that uses special grooved end pipe. They are often used for fire sprinkler and process piping in the US, because they are very compact compared to threaded plumbing fittings of flanged connections.
Or maybe a irrigation sprinkler coupling. (They may be interchangeable with Victaulic for all I know.) The wingnut would be especially valuable on those, as they need to be easy to string out and tear down.

Hi
This guy is trying to pass this item off as a handcuff. It is a clamp of some kind and was wondering if anyone can identify it. It looks like a very well made item and the groove going around the inner circumference seems like it would be well suited to clamp a lid onto a jar or some kind of laboratory equipment.
My pool filter uses a similar but much larger device to clamp the two halves together.

It's a clamp, for most likely, flexible pipes.
