Hi Derek,

I live in Germany and since 2000 I'm collecting handcuffs. My main "source" for old collectible restraints is eBay.com, where I won about hundred auctions from American sellers. I never experienced any problems with the US-customs - it is just the German customs office that encashes tariff from me for importing steel goods from the U.S.A.
Shipping hasn't been a problem, too: In the about hundred auctions there was only one pair of bean legirons that disappeared on its way to Germany. It was sent as a USPS Global Priority Mail Flat-rate Envelope, which was not insured - bad luck, but my fault as I could have paid another way of shipping.

I have bought "only" a few dozens of cuffs, mainly from USA (european market is more reduced and more costly) and until now I never had problems. "Sorry", no bad news to tell you.
Payment with Paypal, sometimes Western Union (if Paypal not accepted). Good sellers send with USPS Global Priority Mail, fast and cheap (10-11 $, and even 5 $ in some cases). Customs have never asked anything to me.

In France, "Nobody can't ignore the law" (approximate translation), so I 'm not very proud of these "crimes", but how proceed legally ? It seems to me that individuals can't obtain export authorization. Even DHW can't now (although I have succeeded to buy one item before they stop international sales), so I continue as this.

I often purchased gear from DHW and had it shipped here to the UK - until the beginning of last year when the licensing provisions were enforced. DHW say, understandably, that there's just too much paperwork involved yo get export licences for small individual orders.
During visits to the States (as recently as last month) I've sometimes sent gear back to the UK using regular airmail - no problems.

Had a pair nib vanish in australia 10 weeks ago

sent 5 pair to Czech Republic thinking they wont make however they arrived fine & fast.

I try to stay clear of INT sales if i can
