#1Can any one even tell me about a market for my 1800's British plugeight handcufffs?.. Value, or any thing?

You cuffs look like a standard pair of English plug 8 handcuffs. They could have been made any time during the 19th century. Several different companies made them. Most were marked with the company name, but many were not. Often the mark was faint and if the cuff is rusted like your is, then it will be gone.
Complete with plug and key it would be worth something, perhaps $150 in the condition shown. Rusted without the plug and without the key it would likely sell for less than $100.
