I don't believe they are handcuff or escape related. They look like some kind of bolt flange. Why do you think they are handcuff related?

I only assumed they were cuff related because they were part of a friend's collection that I have acquired. He is not around for me to ask, sadly. Thanks for taking a look.

I think I have a pair of those in the breech bolt of my howitzer. Used as gas rings.
