sorry but not a TRUE nipper but a home made job for what purpose ?? who knows.... has no gruve to put IT together as a nipper should have..... one T bar is the chain going thru it... sorry, but my opinion.... joe

I don't think it is intended as a restraint for people.
Perhaps it was used for dog training, like a modern choke chain.

Joe, Agreed it is not a police nipper. No question. Still, the T-handles are of comparable size and there are non-interlocking police twisters. It is your "for what purpose ??" I am trying to ascertain.

It is a bit of an intrigue, coupled with the owner having taken the time to ring me up long distance, then take two pictures and e-mail them and so forth.

The chain doesn't appear to be a replacement.

This item was found on a tree branch that is about 12 ft. off the ground, we can't figure out why it would be that high if it was used for animals. That is too tall for a human to skin any animal.

This is an antique chain twister for a cow. It is called an "Ohio Pattern Extra Strong Cow Tie" Some have an added chain to go around the cow's head. Each end of the chain "toggles" through a ring on the cow's chain neck band and then "toggles" through a ring attached to the barn wall or stall. She can pull all she wants and the toggle end of the chain will not come out of the ring until someone turns it parallel to the chain to get it to slip throuh the chain. No idea why it was found in a tree.
Maybe some old farm boy who reads this will tell us more.

I would suggest that it is a calving chain, used by a farmer to put around the hooves of a presenting calf and assist with pulling a calf during a difficult birth where the cow may be too tied to push any more.
