Betterhandcuffs

Hi there,
I'm doing a collective order again...and I've got a number of people asking for "Betterhandcuffs".
It does seem as if they are hard to reach.
Also got the info that when they can be reached they only sell to authorities.
Plus...they don't deliver.

Is that correct...or...does anyone have a good idea how to get 15 assorted cuffs from them ?
