handcuffs or padlocks ?

I saw these little Hiatt cuffs offered on eBay and was wondering if by their small size were they marketed as a small padlock?

These are front locks to Hiatt's restraint belts. The locks in question are of later manufacture.

These were also used as "end locks" for old Darby gang chains. Further, it would't suprise me if these were used to lock cell doors (hasp & staple style doors)in old English jails.
