What is the convention standard used to determine if a set of cufffs are both handed the same.

As in both right hand or both left hand?

The discovered German cuffs were mentioned as both left handed, is it when applied on a wrist with the double arms up and the keyhole away from the fingers that is the hand to say?

I would think when handcuffs are applied on one's wrist, both hands locked togeather, when the jaw is facing near the body (hence the person wearing the handcuffs) and the key-hole's are facing up.
