Hi Steve,

Yes your correct. It's what it was sold as when I bought it but I've seen 1 or 2 incorrectly identified as police grips. It certainly would work for either purpose but I'd rather be leading a prisoner with it on his wrist than a bull, with it stuck up its nose.
