Help Identify Interesting Item on Ebay

Hello, I was curious if anyone here could help identify or offer any information as to the age or approximate real value of this unique looking figure of Eight shackle set?

And regarding the value.. I do understand it's on Ebay and the price is as much as someone wants to pay.. But I was hoping to find out the market value amongst the collectors.

It looks more modern than antique, maybe something somebody reproduced. Hard to say whether it is for wrists or ankles without more detailded info on the inside dimensions of the irons. But a reasonable guess would be for the wrists since this would be awful confining. I know one thing, I wouldn't pay $310 for the item unless I had some assurences as to when it was really made or how they came about in the current hands. I know I could make something like that, age it, and claim it is some old prison or slave irons.
