Lets see,
These were found in an old barn
the former owner was a sheriff,
The cuffs are only slightly rusty,
they still have an original key,
the key has no hole for a keychain,
chain is electrically welded
the tip of the cuff bow is thin at the point where it enters the shackle hole,
seems like I have encountered these somewhere before:

The flanged end of the tube case is a new variation however.

p.s. If these are a "Barn Find" how do we know it was placed there exactly 40 years ago?

Hello, I will put my two cents in on this one. I have an exact pair of these and I say they are Eastern Indian junk. They have a large heavy chain, but the piece that attaches them to the cuffs are very thin and very obviously welded with a modern Mig (wire) welder. The cuffs are even more crude than most but they are okay for the price I paid. Here is a picture of mine:
