Strange picture on eBay

Before anybody gets too excited about it, it's "only" a photograph that's being offered for sale, described as "1926 Prison Guard Demonstrate Iron Leg Shackles".
No, not seen one before, but there's obviously far more to it than just "iron leg shackles". The guy's wrists and waist are also restrained, clearly designed for holding prisoners during some form of corporal punishment.

Which is being demonstrated by the guy with the stick. (Probably a rattan cane.) Caning a person on the back is quite severe and liable to cause serious permanent injury.

I have a older one but thats at a angle so they lay more on it, It has rings top and bottom for securing wrists and feet
