They look like cable straps, for securing electrical cables. They generally come in semi-clear and black, and come in sizes. You can find some at Radio Shack. You can probably find them in the electrical department at your Home Center. DigiKey should have more varieties than you wanted to know about.

Yes, they are cable straps. I bought my local Sears store out of them.....twice! Ha! I put together three cases like the one in the picture and used a lot of cable straps, home-made straps, and plumbing straps. Those diplay cases were a lot of work, but they got so many raves at the last ALCA lock show in Cleveland, Oh, I would say that they were worth every bit of time, money, and trouble! A big thanks to Steve Santini for giving them to me a couple of months ago!!!! Thanks Steve! =)

To whoever mentioned the head globe.....yes, they do make an identical restraint for the head; I can't imagine trying to breath in it after feeling how stuffy the mitts are! =O

I'm thinking that, with a waist chain or behind the back cuffs, these would make any kind of attempt, escape or otherwise, pretty difficult. The only drawback that I can see is that they don't have any sort of size adjustment to them. You'd have to have them custom made for each prisoner for real security. As for the holes, they're drains maybe and not actually for ventilation?
