i recently aquired Item number: 280137323782 after recieving it i contacted seller to get any history, he stated that he worked for the washington office & in the 70's thay moved from the old p.o. building to a new location, anyway his job was to clean out this store room,their were 8 to 10 of these he saved this one took it home put it in his closet and it stayed there till now, the others were discarded into a dumpter,(bummer) does anyone know of any others?

#2I'm dubious. The bag looks like some sort of military tool bag. The one padlock that is showing looks like a fifty cent warded padlock. I'd be surprised if the FIB was using Towers & H&Rs in the 70s.
If an item is unknown, it may not be worth much, unless you can demonstrate its provenance. I don't suspect you can do that.
For all of that, you got a good price on some great cuffs Two pair if H&R and a pair of Towers is easily worth more than you paid. If you plan on tossing it out, toss it my way.

Look a little closer at the keys that are showing and you'll see that the padlocks are the cast wafer tumbler Ilco's from around the 1960's or so. Not the greatest security but presumably someone in a belly chain would still have some problems opening them.

the locks are ILCO (independent lock co. fitchburg,mass.)have a solid body with a plate at the bottom brass or bronze finish marked genuine pin tumbler,hasp marked hardened

J by wafer do you mean strips of metal stacked on top of each other, (like comine MASTER LOCKS )if so that isn't the way these are, also researched ILCO and the co. dates back to 1920 at least.these have a name plate on front of a smooth bodyed lock,back side of keys say challenger padlock? do u have any other info on these?

What you seem to have is an old training thing, before FLETC. FBI agents didn't carry that bag of s**t around to secure people with. The purpose was to illustrate the types of restraints and such that you'd find prisoners in when you had to take custody.
