Hiatt Darby marked "M & C 1917" and Arrow

I have recently bought a pair of handcuffs marked Hiatt no. 2. In addition to the Hiatt marking they are also marked "M & C 1917" and there is also an arrow "->".

Does somebody know what the "M & C 1917" means?
