That this is an exceptional and rare prisoner transport belt likely is self-evident.

What is written as "clifewalsall" is not quite that.

Walsall is on the outskirts of Birmingham, only a few miles from the Hiatt factory. It is famous for its leather industry. Jabez Cliff & Co. is perhaps Walsall's pre-eminent saddler, and has been a Royal Warrant holder for some years. The company exists today as Cliff-Barnsby.

So, the firm of Cliff, located in Walsall, made the leather belt to which the Hiatt cuffs are attached.
