I have a blurred photo of a sheriff in 1931 that is lead a prisoner who is handcuffed. He has a chain attached to the handcuffs. I am wondering if this is his own invention or if there was a chain and handcuff combination being sold. If so, how long was the chain?

handcuffs have been around.

It could be either. As has been mentioned, there are plenty of examples of lead chain handcuffs. OTOH, it would be a trivial job for a Blacksmith to knock one together from some scrap chain and some iron.
