I've always liked the earlier peerless cuffs as well. I think I prefer the style of Stan's though. This one is a lot bulkier looking and the belt clip just seems awkward. Earlier prototype model? It would surely hold up better during use as a blunt object.

It's an interesting modification. The base for the sap appears to have been home-made and brazed onto the handcuff body.
