HWC cuffs NIJ certified?

I'm looking on e-bay and find HWC stainless steel handcuffs listed as "NIJ certified". I can't find proof of this anywhere. I thought HWC's were not NIJ certified. Did they recently become NIJ certified and I'm not aware of it?

As of October 10, 2008 the HWC cuffs are not on the NIJ list.
