Is a typical screw key Indian padlock. The same kind used for document boxes and a pile of other things. Pray tell, why would any Indian or Pakistani shackles salesman need any kind of miniature "sample" to get prisons or police to order? Especially in India. It looks like a typical Darby pattern end lock, and appears to be of Indian manufacture. But it is not the Indian junk that is commonly available. The bow appears to be forged and has what looks like considerable chain wear on the lower part of the arc. Either wear, or it was forged to a profile.
