Foth Lock Co. Double Lock Hand Cuffs

I have a fully functional pair of these handcuffs and am wondering about their value and perhaps a little more history as to their era of use. This web page just makes reference to 1940's.

Sorry, my mistake. Closer inspection indicates they are "Towers Double Lock" and each hand cuff has the number 5 stamped into it.
