I bought these cuffs but the seller refuses to accept my winning bid of $125 and has refunded my money and re-listed them for $150. He says Paypal were withholding his funds. They have now appeared on ebay for the third time and I have reported it.

The seller made me a 2nd chance offer, since I was number 2 bidder. I told him I would buy them if he reduced his shipping to $ 10.00, and it would cost him about $ 6.00. Here is his reply:
"The weight plays a big factor in the cost to ship, price stands as is, take it or leave it."
I decided to leave it.

Shipping in the US for handcuffs is easy if the person wants it fast. Weight is not even an issue as the Post Office will send items of any weight as long as they fit in their package.

I have noticed a lot of sellers in other areas of interest also starting items out at .99 cents only

to either change the listings starting bid after the auction is nearing the end with no bidders or

flat out canceling bids / ending and re listing if they think it will get them a higher price.

I delete them right out of my watch pages and move on.

I hope you gave him a fat negative feedback, zeroed all his stars, and reported him as a non performing seller. As winning bidder, you have a right to expect performance.

You could also report him for excessive shipping. A pair of more-or-less normal cuffs will fit in a USPS Small Flat Rate Box and ship for less than five bucks. eBay does almost nothing to enforce excessive shipping; it's a hard one to do with bots.

I am not very impressed with how ebay is being run these days when you have an issue with a seller. I had an issue with a seller that misrepresented an item and was charging excessive shipping fees. I also found possible illegal activities going on with facts along with pictures. They were snail slow in responding and taking the issues up to the point of pathetic. I think the biggest problem is getting through the layer of minimum wage workers who write canned responses.

Ebay these days operates only on the almightly dollar.

Like most insurance companies who face a legitimate claim and then do nothing and stall for time, Ebay tries to make it so hard for you to get a resolution that you will finally give up and go away.

At least Ebay will accept a report, even if nothing comes of it. Paypal is a different story if the money has been refunded or refused. (still on temporary hold by the way) There is no recourse for complaint. Let's see if these cuff appear for a fourth time!

It's pretty much axiomatic that eBay's customer service isn't. Their theory has long been to employ as few actual humans as possible. Many complaints are handled by bots. The next tier up appears to be Benobo Monkeys. They have a keypad, much like a fast food restaurant keyboard. After you talk to them, they push a button, and you get a canned answer. If they can't figure out your complaint, they push any old button.

But for complaints against non-performing sellers, you're pretty much stuck dealing with the eBay monkeys. All PayPal can do, is refund your money. Neither eBay nor PayPal can actually make the seller honor his contract, and we usually can't afford a lawsuit to enforce the sale. eBay does issue NPS strikes, but they can't tell you they've done so, and I'm not sure they even tell the seller. After a secret and probably variable number of strikes, the seller can be suspended. One apparently won't do it.

If you have a completed sale, you can give negative feedback and ding the stars. That's about all you can do, but if a seller gets over about 5% bad feedback or their stars drop below (IIRC) 4.7, they are suspended.

As far as buyers are concerned, PayPal will refund readily for Item Not Received (INR) or Significantly Not As Described (SNAD.)
