In fact, I believe this style to be the first B.K. leg iron model Tower made.
Not only is the chain different but the clevises are longer and differently shaped as is the arc and shape of the bows.
About 20 years ago I had a single leg iron like this and have yet to see a complete set until now.

Good question. It depends on what you mean.
Museums possess restraints going back to the Romans and likely earlier.
The oldest manufactured cuffs marked with a recognizable and traceable makers mark would be cuffs made by Griffin in the late 18th / early 19th century.
