Here is an easy, fast way to tell. You needn't know how to read any other language. Replace the URL domain suffix -- in this case .fr -- with .com, i.e., ebay.com rather than ebay.what_it_was. If you don't get an error page, the seller ships to the US. If the seller does not ship to the US, you will get an eBay-generated error page.
