As far as I know, it is illegal to ship any cuffs to other countries without a export license.

You can legally ship cuffs to Canada from the US, but every place else requires an export license.

I'm told they take about 90 days to get, but aren't all that difficult. Mainly it's a major PITA.

Can it be done if it is sent as a gift with less than $10.00 value and not listed as being police related handcuffs on the customs forms. I really dont want to get an export license for just one set of cuffs.

You should be able to get them customs by listing on any forms as Magic show props
and maybe include a cheap magic book or magazine with the cuffs
You can also list the price as 40. USD
