E-BAY LISTING PROBLEMS, HANDCUFFS & CANADA..(NEW)

A question for the American Bloggers that list on E-Bay (U.S.). Has anyone out there encountered any difficulties with having Canada accepted as a "Ship To" location. The reason for asking is the recent reply to a request to an American Seller,(handcuffs) for accepting a Bid and Shipping to Canada. The polite answer was that the seller would like to sell and ship to Canada, but that E-Bay was telling him he could not, and that it was illegal, or to that effect. I remember that it has been discussed before on this Blog about Not Needing an Export Permit for shipping restraints to Canada. This is just a small part/result of the close Canada - U.S. relationship in the Defence and Technology areas dating back to WW2. I have also noted the occassional listing that specifically states, Not Available to Canada! Hope someone can provide further information. N.B. I list on E-Bay CANADA, and have never seen any Restrictions, and Canadians are not supposed to be shipping any "Restraints" with an American source, to anywhere but the U.S. without a Canadian export Permit. There is no prohibition for shipping handcuffs from the US to Canada. To ship from the US to any other country requires an export license. Shipping to the US is not a problem. Maybe ebay was talking about a location issue with the listing and countries accepted by the seller.

Damon; No arguement here! I have known about the "Export Permit" situation for many years. Currently in Canada, it is in the News regarding a Naturalized Canadian Citizen of Iranian Origin who was caught trying to export specialized industrial pressure gages that can be used in uranium enrichment to Iran, via one of the Arab Gulf States. Like handcuffs these gages were imported from the U.S., and are commercially available thru your local Industrial Supplier. What concerns me is "misinformation" the problem ? Or does E-Bay have a problem ? This specific seller is listed as being from Nebraska. Unfortunately he is rather indifferent to the situation, just says E-Bay says, illegal or something to that effect. I'm hoping he's wrong or confused, but he's an experienced seller so I'm naturally concerned. Question..Does anyone know how I could clarify this with E-Bay ? I've had handcuffs up for years with Canada as an acceptable ship-to location, and currently have some up. I've never had a warning or a question from eBay. Maybe I should worry, but I suspect it's just someone who either misunderstands the law or dosn't want to bother with foreign sales.

I am currently working on some new restraint improvement designs for Thompson Handcuffs (now owned by Combined Systems) and for me to be sent samples from the USA to do some R&D on a trail of paperwork had to be filled out on both sides of the border.

Commercial shipping invoices and a document for Homeland Security.

Now, this apparantly applies to modern handcuffs, or so it would seem, but I have no idea about vintage restraints sold on Ebay.

I didn't have any trouble as I put on the customs form repaired shackles. And it I wasn't lying either since they were repaired.

Again this Federal Export Control Regulation rears it's Hydra heads. Presently on E-Bay we have a Listing for a pair of used S&W #1 Hinged Cuffs.(item #250930139719) Will not ship to Canada, but will illegally ship to other International Addresses, many of which have some really poor reputations for shipping reliability, specifically besides the USA, Asia, Mexico, & Germany. Please take a Look at this Listing. The reasons for this odd and illogical Shipping Policy are confusing at best. Why even care about a Seller who is deliberately alienating a large Customer segment? Answer.. A Criminal Action, or Complaint could cause E-Bay to take their usual easy way out, and just throw on a bunch of Restrictions. Is this an actual problem for Handcuff Collectors ? Hello,

First off you can check the site for the Canadian embassy and then look under customs. If you look further you will find their "Import Control List" and if I will give you the link: http://laws-lois.justice.gc.ca/eng/regu ... 1.html#h-1. I didn't find anything about handcuffs. Rule of thumb for eBay and that is there are a number of Customer Service Representatives that just don't know what they are talking about but they act like the do. Some do know. I had to contact the VP of Customer Service to find out about shipping to a different address than is on Ebay and/or Pay Pal. I was told by every Customer Service agent and Supervisor I spoke to ship the item anyway and they were all wrong. You may have to do your own research but just don't take what they say as gospel. I hope I have helped.

The following quote from the sellers description puts the issue as an ebay policy that this seller doesn't wish to follow.

"Due to EBays new policy of having to list shipping costs on every item to these countries instead of just doing it when someone from there was interested, I have decided to eliminate shipping to the above listed countries entirely."

I don't understand the seller's issue with listing international shipping costs. You can just click "Calculated Shipping" and list the shipping method. eBay (actually the integrated shipper) figures out the cost for you.

You can even do free shipping under calculated shipping. Your first domestic shipping method has an optional check box for free shipping.

For example, I usually list free shipping in the US, with Express Mail as a calculated option, and two calculated international shipping options. It's pretty easy, really.

Now, there may be other reasons not to sell internationally.
