I wish you would use some other nick than abit... But to answer the question, I don't think it was factory. Given the location is in Williamsport, PA and the cuffs engraved with Harrisburg, which is referring to the capital of PA.

I'd be more inclined to think they were factory engraved if they were S&W, as Smith has engravers on staff for their engraved custom guns.

Those almost look like they were engraved by two different people. The scrollwork is pretty nice, although far from the standards I've seen on S&W and Colt firearms. By comparison, the HARRISBURGH POLICE looks like it was done by a blind man with a cold chisel, particularly the word HARRISBURGH.

If I had to guess, it was done by someone on the force, who was learning Engraving, and who did a pretty damned good job of it, all told.
