Prisoner Transport Kit

I recently received some photos of what is described as a Prisoner Transport Kit but the owner does not know much else about it.

It does appear to be a US Govt item. Does anyone know anything about these:

I looked at the pictures but I saw no markings like you would see to give it a stocking number or anything. I wonder if one of two things, that it was custom made or someone got an idea and converted this from some other purpose to this one.

ALSO MY BAD THERE WERE 8- 10 OF THEM HE THROW IN THE DUMPSTER, i also POSTED TO YOUR BLOG
YOURS MIGHT BE FROM A DIFFERENT FBI office IDK or some one went dumpster diving.
these were made in the 1940's, by whom unknown.
a lot of people here think they were training aids, how ever i don't believe there was that much training going on in the 1940's as there was looking for the 10 most wanted.
i realize that today it would be unethical but back then i would think they could have been used as an intimadation tool , like u have someone sitting in interagation room and u bring this bag in and start opening it and fooling around with it's contents, maybe even placing some of the restraints on your prisoner/informer ect. and i believe they would start telling u what u wanted to know!!!!

these were made for the item included and could also have been used for transporting prisoners.

the only differance i see is that mine came with 2 sets of peerless cuffs and no towers cuff , it does have the tower leg irons though

What I'm seeing is a nice canvas bag with four sets of restraints, none of which match, two lengths of chain, and some fifteen padlocks. That doesn't make sense to me from a prisoner transport perspective. It doesn't even make sense to me as a training aid, unless the locks are all of diffferent types. I have a strong feeling this is an existing bag that was repurposed and the contents were selected because they fit the pockets.

Nice cuffs, though.

being able to look at it first hand the bag was made for the selected items ,there is only 4 padlocks,the pockets at the top of Lars photo hold keys to all the restraints and locks separatlly with a 4'' piece of wood to make it easier to remove them. the pocket between the 2 sets of leg irons holds a second set of all the keys combined togather, next is a leather body belt,the leather straps on each end holding the bag secure could also be used as leg restraints,next is 4 pockets holding the locks with a pocket on each side for the cuffs,then 2 pockets for the chains.
at the time" 1940s" there wouldn't have been a larger selection of cuffs and leg irons that were in use to select the size to fit the pockets, also the agent that sent me the info after he had been paid would have no reason to tell me a lie.they were disposed of i feel because by then the FBI was using more modern & newer restraints like S&W, ECT.

PS: WHAT EASIER WAY TO TRAVEL AND CARRY ALL THE RESTRAINTS THEN THIS?

The problem I have with the FBI angle is that they used H&R Super 123's because of the unusual lock. I have known of many cases where the H&R 123's were the predominanant handcuff and leg iron from several field offices.

Patent was file September 10, 1932 and the patent was granted on December 10, 1934 and the patent number is # 1,984,677. So figure eraly to mid 30's to sometime maybe in the late 40's?
