old boise Idaho penitentiary cuffs?

I happened on this sight looking for info on these ankle cuff things I acquired .The individual i got them from wouldn't part with the old slide top skeleton key locks that were with them. can i get some info? Thanks

Can't even make a guess without a photo. If they require a padlock they could be just about anything.
