I put a pair of medieval style wrist irons on Ebay
and would be happy to know them in good hands.

The handcuffs were manufactured by a US locksmith some years ago
and look like ancient slave manacles.
They are very well made and in as new condition.
They were rarely used and then only for demonstration purposes.

I put them on the block, because I have to raise some money.

Does anybody know if there are import restrictions for handcuffs in the USA?

I know that to export handcuffs from the USA to Europe you need a license,
but how is it the other way round?

There are no import restrictions on cuffs or "steel locks" TO the US as far as I know, as I've never had a problem with customs when I've shipped related items there, nor have I heard any issues of the sort from others. I'm Canadian though, so I can only assume the same rules apply to the rest of the world.

This is unlike the US export policy requiring cuffs shipped anywhere outside of US and Canada to be licenced before shipping. From a business standpoint it makes no sense to restrict exports on items that are available freely to the general public. However, I do believe it is nothing more than Uncle Sam wanting to try and control what "problematic" nations utilize Peerless and S&W cuffs and irons on their prisoners. And by "problematic" nations, I'm not talkin' 'bout Europe, Willis...

An import to the US may be no problem from the US side,
but the European Union has it's own set of export restrictions.

E.g. the export of leg irons is not allowed to any country in the world outside of the EU.
Handcuffs may only be exported if they are "standard" handcuffs with a length between 15 and 28 cm. The export of any other type of handcuffs, manacles, wrist irons etc. is not allowed.
Why? - It is suspected that any restraint except standard police handcuffs could be used for torture.

So I think your wrist irons do not qualify for an export out of the EU, because they are no "normal" handcuffs -
and even if they were "standard": they are longer than 28 cm.

I think that's ridiculous.
Export restrictions to Iran or North Korea may make sense,
but trading between North America and Europe should be allowed without any limits.
We are no monsters, or are we?

Hello¡¡

I agree with those who are not in favour with commercial restrictions for restraints between the USA and Europe.

I am a Spanish collector and I am seldom allowed to take part in biddins from the USA. The result is that some very interesting cuffs or leg irons will not be part of my collection unless I can find them in the UK or Europe, which is not easy at all.

Perhaps there should be exceptions to this regulation with historic restraits or perhaps for someone that may prove that buys for collecting purposes only.

Hmm... Some of these issues could be solved using a Canadian "middle man." Any other Canadians sense a business opportunity here?

I just had a pair of Providence Tool Co. leg irons held by Australian Customs for decontamination!
When I gave them permission to treat them, they responded with an apology saying they should never have been held in the first place!
I did however once have a pair labelled as horse hobbles and had to have them treated with gamma radiation to kill any horse viruses.
Two things can be learn from this.
1 - there are no restrictions taking delivery of restraints here.
2 - don't label them as an animal product or used animal equipment.

Locks and chains is often a good description.
