I'm assuming they're German but I'm not seeing them on cuffsland. Are they from another country? Do they have a brand name?

Thanks for the info. I just looked at the vid again and it's 2 different pairs. The officer that's cuffing the guy with the gloves is using a cuff with only one chain link but in the next shot, you are correct and thanks for the info. I'm guessing the ones in the first shot are the 9921s?
