ok i just sold a set of cuffs to a uk buyer i need to know how to get around the customs forms to shipping there. if i say its a stage prop is it legal? or how should i go about doing? any helps appreciated thanks

No it is still illegal. Breaking the law is breaking the law. This offense just happens to be a federal offense as well, with a very steep penalty. I wouldn't risk it. It's not a smart move.

You have to get an export license. Unless you sold them for thousands of dollars, it ain't worth your time, money, or effort to go through

Actually, if you send them to a friend in Canada, knowing he is going to forward hem to another country, it is still illegal.

The only legal way is to get an export license. You need a separate license for each sale, whether it's one unit of a million units.

Yes you need an Export License issued by the Department of Commerce. Do not take a chance as now everything computerized, they will catch it and "Gotcha". As the previously posted is a federal offense.; / nasty offence/

Not a big thing it will take about 2 to 3 weeks. I would do it if I would ship it.

I have lost count of the cuffs i have sold to European collectors. I have bought many cuffs from the states via Ebay and various stores. If i OWN them for a week and then choose to 'resell' to Europe, i can see no problem with this at all. We don't have the same export restrictions here in Canada!. As for the 'knowing' they will be sent on, good luck proving that one!. CC.

It would be interesting to know WHY
there is such a law that demands a license
for the export of handcuffs.

Who needs this law?

Europe is not Iraq or Africa - terrorists are seldom there,
and, by the way, they produce their own handcuffs in Europe
(Clejuso, Alcyon, Hiatts), so that everyone who wants a pair
can get one - regardless of a US export embargo.

All of my cuffs are sent to Australia from USA, UK or Europe. And I've bought hundreds.

I've only had a problem once when cuffs were labeled Handcuffs in big bold letters.
Call them manacles, shackles, irons or even locks with chains and there should not be a problem.

There is always a risk of them being held by Border Security in US.
For a big ticket item it is best to use a license and a courier like FedEx (if you can).

I believe that you cannot send leg irons out of UK - so call the handcuffs or similar.

Contrary to popular belief, Australian Customs do not have restrictions on handcuffs entering Australia. But they often open the parcels and send them on - just doing their job.

If you are in Canada, then your laws are different from ours. You have your goofy laws, we have our different goofy ones. Anyone expecting this stuff to make sense is in for disappointment.

I'm not commenting on what someone can get away with. Handcuffs are probably something that moves quite freely under the radar. But OP asked what the law was, not what one can get away with. The chances of getting caught may be small, but if you're caught, Customs is quite capable of "Making a Federal Case of it."

So what good does this law do?

I believe it is intended to keep them out of the hands of despotic governments. It was probably a rider on some bill that no one read, or a tiny part of some bigger bill. It sounds, to me, like an example of cracking walnuts with a sledgehammer, but there is no particular constituency interested in repealing it. It's just another piece of crap that clutters up the law books.

My personal experience,

Iv'e bought from USA from ebay mainly & have had no problems, ocasionaly iv'e had to pay
a customs clearence fee before receiving my package.
Smith & Wesson states that they are not allowed to ship handcuffs out except to USA & Canada.
Again Iv'e bought from the S&W online store.

Importing & exporting. All abit of a mess
