What are the cuffs second from the bottom? Does the key have 2 bits on it or is it a one side to lock and one to unlock kind of thing like a Mattatuck? I am probably showing my ignorance here.

the cuffs use a single bit key
the double keyway is for the double lock function to let the key out / in to lock and un-lock
