Tower Handcuff key.

Hi,
I'm from Oakbank, Manitoba, a little town east of Winnipeg. I picked up a pair of Tower handcuffs in an antique shop in Victoria B.C. a week ago. I had a friend unlock them with his Tower key and have them soaking to get some minor rust off.
They are marked " TOWER'S DOUBLE LOCK" and nothing else except for an engraving "DPF 1 " done in an old english scroll. Could this stand for Dominion Police Force?

It's been a long time my friend!!! I'm married to Cindy Johnson who you likely know. Her retirement was last Wednesday April 18th. I saw many familiar faces in the crowd at district 6. Ken Cameron told me that you are not feeling well which shocked me. I have been so lazy at keeping in touch with friends.
