The device pictured is actually a garrote chair used for executions in Spain, Italy, and other countries such as the Phillipines, etc. It was never used in Germany even though it is pictured here in a German museum.

The collar goes around neck and then the screw handle is turned pushing a spike into the neck and severing the cervical vertabrae.

There were version made that induced slow strangulation but the pictured model was designed to break the neck.
