There have been many discussions about these on this forum over the years.
All along, I firmly believed that these were Russian.
The fact that I have never seen a Russian Leg Iron made me rethink my belief.
Coupled with the fact that this model cuff does have a leg iron counterpart and that Germany has always used leg irons, I now believe that they were made and used in Germany.
On top of this, the cuff has the same or very similar lock and key as many of the German cuffs from the era.
I have no basis to conclude that these ever had anything to do with Russian manufacturing.
