Unknown leg irons

Hello all,

a few years back, I purchased what I thought were Tower leg irons on ebay. They did not have a key, but I have several Tower keys, so guessed that one might fit. My keys fit into the holes, but they will not unlock the irons, although they can be released by shimming open as the tolerances are greater than original Towers. They have no markings and the chain also differs from my set of Towers. So who made these irons and does anyone know what the key looks like?

They could be BALCO's with the chain replaced. It looks like the chain link on the left cuff has been welded. If you have a Balco key give it a try. They do come up on eBay every now and then.
