Another Odd Cuff - South African made?

These cuffs and key are marked 17 with a broad arrow inside a U.
That is the easy part. Union of South Africa pre 1961 before they became a Republic.

At first glance they look a lot like a Hiatt adjustable cuffs but here are the differences.
Key shape is not like a Hiatt and has same markings as cuff - so prob original.
The end of lock tube is smooth, (no peining or pins), the swivel is constructed more like an Indian cuff (with the flat, drilled loop), the hinge has strange gaps either side whereas Hiatt is flush fitting.

The bow and loop appear to be cast in one piece.

Any ideas as to where they were made and by whom.

Yes, they are a quality cuff, but the hinge seems to be a weak point if someone was able to bend it a few times !?

Really, no ideas as to where or who made them?
