Can anyone identify the marking back to a manufacturer?

I was just contacted by a LEO asking to assist in identifying the manufacturer of these cuffs (evidence in a case) - the engraving is actually quite lovely and looks to me to be added to a pair blackened S&W or Hiatt-Thompson cuffs maybe? The position of the keyhole, the visible pivot for the locking ratchet and the raised rivet heads being my clues. I suppose they are trying to figure out where these might have been purchased and/or engraved and using that track back to a perp. Said LEO has already contacted a few of you but I figured this way the request will blast out to everyone.

I see them at gun shows and all over the net. I can't access my email from here but I'll email the detective when I get home.

My son bought a pair at a gun show so I can see if he still has the box if they need the manufacturer but they are abundant and I doubt it will narrow down much for them.
