They look late 1900s to me.

Chrome plating looks in good condition and shoulder of key does not appear worn.
Sans serif font for Hiatt appears on more modern cuffs.

So they could be fairly new in the scheme of things.

Thanks for the info Paul, I also have a set of Dowler cuffs I will post a picture of them.
