Help identifying, please.

Can anyone help identify and put a value on the following pair of small cuffs that I have inherited? Thanks.

They are what collectors call a "plug 8". There should be a plug that screws into the hole to make them tamper proof and keep foreign matter out. Around 100 Pounds would be an average price. Having a makers name on them would help. I look forward to seeing them on eBay!

The above is all correct IMO. I would add that that the missing threaded plug has two small holes that are engaged by the two prongs on the key. British, mid to late 19th century.
