I think shackles can be used on the ankles or wrists; they usually seem to be a wide metal band.
Leg irons can be either handcuff-type, or a band, or most anything else, but of course are used on the legs. Unless they are leg irons usually used on the ankles, but are applied to the wrists anyway.
Is that as clear as mud?

Some would say Manacles for the hands and Fetters for the feet, which is historically more correct. But languages evolve, meaning get blurred, and usually something sticks - but not in this case.
